Minnerva's Andrew Last has played a key role in advising local authorities and operators on concessionary travel reimbursement.

Legislation stemming from the 1985 Transport Act requires that concessionary travel reimbursement arrangements leave operators “no better, and no worse off”, but this requires hypotheses about concessionary passenger reaction to low fares, and operator reaction to higher passenger numbers.

Large sums of money are involved (frequently representing a quarter of a bus operator's income), and there is substantial scope for dispute.
